Ikora reports that someone sabotaged the House of Light camp in the Eliksni Quarter.

"This wasn't just an attack on their Ether stores," she says. "Someone wanted to send a message."

She suspects that Lakshmi-2's radio messages triggered the unrest.

"The Vanguard has tolerated her broadcasts, as Zavala doesn't believe it's our place to interfere in civilian politics," she says. "I see now that was a mistake."

She sent Saint-14 down to the Eliksni Quarter to keep the peace and asks you to join him.
